The pandemic is OUT OF CONTROL.

People manage to sneak past the authority and continue to gather as they don't believe the virus is as serious as the government makes it seem.

Authority figures are coming in constant contact with people disobeying the shelter in place orders. Authority figures are beginning to get sick with the virus. Their numbers are diminishing, and as they diminish, more and more people emerge from their homes. The death toll doesn't cease to rise as the endless list of infected people continues to grow.
